1. We want to charge shipping based on the buyer’s location/region and not necessarily a flat fee for everywhere

2.I need a shipping configuration where a buyer pays one shipping fee for multiple products ordered from one vendor.  
Since the products are from the same vendor to the same buyer, the buyer shouldn’t pay shipping fee for every item ordered from the same vendor but one fee for all items
